The water crises in greater Sao Paulo (2014-2015): climate vulnerability and governance failures

Abstract
In the analysis of the “water crisis” that struck southeastern Brazil in the 2014-2015 biennium, reaching Greater Sao Paulo, we can distinguish two inseparable but analytically distinct aspects: on the one hand, the climate extreme, characterized by a drastic and unprecedented fall in the region’s average rainfall; on the other hand, the water supply shortage. Although triggered by that exceptional drought, the latter was determined as well by a previous condition of low resilience and high vulnerability which was not accidental, but rather socially constructed over time.
