La pesca marítima en Argentina (1989-2013): un caso de (neo)extractivismo y acumulación por desposesión

Abstract
Global order and accumulation by dispossession are, at present, phenomena and pro- cesses closely connected. The hegemonic rationality, spread by global companies and embedded by the world market, operates like a disintegration element there where it is installed. Extractive uses of the territory, privileged characters of the current phase or wave of accumulation by dispossession, establish a new order of priorities func- tional to the globalized capital interests, which brings the “enclave economy” logic to its highest level and takes away the most valuable resources from the national so- cieties. In the light of that system of ideas, this paper studies de restructuring process of sea fishing in Argentina during the period 1989-2014, analyzing the legislation that governs this sector, the degree of capital concentration, the level of fleet for- eignization, the production destination and the conflicts arisen among the different agents involved in the activity, to account for the serious implications as regards the biological capacity of resource renewal, its scarcity in the home market and the work- ing conditions in the sector.
