Abstract
The article applies Elinor Ostrom’s Institutional Analysis and Development Frame- work (IAD), describing the most influential biophysical, social and institutional conditions for water management at the Chancay watershed (Peru). It is the first watershed to implement an Integrated Water Resources Management Frame-work (IWRM) with World Bank support. To assess its implementation, the study applies the Organization for Economic Cooperation and Development (OECD), “Multi- Level Governance Framework”, designed to diagnose seven common coordination gaps in the water sector. The text constructs a historical-institutional diagnosis of water governance at the watershed, with empirical evidence for each gap: adminis- trative, information, policy, capacity, funding, objective and accountability gap.
